Workforce Innovations and Opportunities Act (WIOA),

Section 166 Program


It seeks career driven Indian and Native Americans, Alaskan Native, and Native Hawaiian individuals who need assistance in pursuing employment in high-growth industries, this program will help those individuals who are interested in finding employment in those high-growth industries, but need assistance such as classroom based training, work experience, internships, and on-the-job-training.

Client eligibility requirements are:

  • A member of  Federally Recognized tribe, Alaskan Native, and Native Hawaiian

  • Arkansas residency

  • 18 years or older

  • Must be either unemployed, underemployed, low-income, recipient of a bona fide lay-off notice which has taken effect in the last 6-months or will take effect in the next 6-month period, or employed in need of employment and training services to obtain or retain employment that allows self-sufficiency.


Enrollment priority is given to veterans and qualified spouses, those who have a disability, reside in a rural area, are homeless or at risk of homelessness, have a low employment prospects, or have failed to find employment after using services through the American Job Center system.
